1. Business
a. President D. A. Aldridge called the meeting to order at 12:30 p.m. and verified a quorum. Board members present by Zoom: D.A. Aldridge, Mark Songer, Joyce Newman, Dottie Moses, Ann Olsen, Denise Werling, Ann Helmers, Don DeMaria, Dora DeMaria, and Andrea Strawn. Executive Coordinator Mari Lindsley was also present.
b. Welcome Guests → Kelly Cox from Audubon.
c. Changes to Agenda → 5.(a.) should read: Lobster Mini-Season. Unanimous consent to approve change to agenda.
d. Board approved the July Minutes by Unanimous consent.
e. Treasurer’s Report → Available checking account balance is $5,400. Will reassess possible need to transfer funds at end of fiscal year.
f. Community Foundation Leadership Class – Last Stand had three or four registrants; suggestion that they should enroll when the Leadership Class is offered in the future.

3. Action Items
a. Board of County Commissioners
i. Agenda Item J3, P6: Travel Time & Delay Study, Comp Plan
Change → A Task Force is considering specific changes to improve the Level of Service (LOS) in the 24 segments of US 1. DEO has
approved BOCC’s proposed changes. Dottie and D.A. to discuss letters and recipients of same, ensuring delivery to the proper party. ii. Agenda Item R7: Poinciana Gardens → Monroe County
Commission pledges $600,000 for the next three years for a total of $1.8 M. City of Key West pledges $400,000, $300,000 and
$200,000 over the next three years. Housing Authority to oversee. Does not address Bayshore Manner, no board action is required at this time.
b. Planning Commission → none this month.
c. Key West City Commission → none this month
d. Key Deer Alliance → Request to submit a brief letter regarding the intention to have the Key Deer removed from the endangered species list. Motion approved by unanimous consent to send a letter; Joyce will prepare in final form.

4. General Discussion Items
a. Bill requiring anchored boats to relocate every 90 days & mooring fields – hosting → Skip this portion in favor of Naja Girard to update at a later date, unable to attend today’s board meeting. The Board directed Ann Olsen to advise Ms. Girard that Last Stand will stand down at present.
b. Shallow Sewage Wells litigation update → Unanimous consent to schedule a special board meeting to discuss legal strategy, confirmed for Monday, August 23, 2021 @ 12:30pm EDT via Zoom.
c. Alliance Newsletter → not currently a member of the group, Alliance of the Florida Keys.

5. Quick Updates
a. Lobster Mini-Season → FOIA request with FWC has been submitted and now we wait for response. Average of 2 deaths per season and 2021 proved the same. Andrea, Denise Werling and Ann Helmers will get more data and advise.
b. Key West Ordinance on Cruise Ships → for the upcoming Key West City Commission meeting, everyone is encouraged to Comment or participate. Motion passed to send a letter reiterating the board’s continued support for drafting and passing Ordinances which closely parallel the voters’ wishes.
c. Aquarium Encounters Proposed Expansion, Vaca Cut, Marathon → Marathon has amended the plan to address condo issues, what are the concerns and will there be good stewardship? Denise and Joyce to keep close eye on how this seems to be changing as it continues to be unclear the mission of the organization. Update at a later date.
d. Fertilizer Ordinance for Key West → No volunteers to spearhead.
e. Board of County Commissioners
i. Agenda Item G3 & G4: Land Authority to sell 12 lots → Lower Keys Scattered Sites Development. 12 sites to be purchased and be
rebuilt by a developer chosen by Housing Authority. H.A. will also oversee these rentals/leases.
ii. Agenda Item J4: Reserving last 2 Affordable ROGOs → Habitat for Humanity is asking for these.
iii. Agenda Item L3: FDOT traffic flow improvements → the County will approve suggestions submitted, working to make the flow
better for all parties, particularly for hurricane evacuation.
iv. Agenda Item O4: Redistricting & delayed release of 2020 Census→ no official data revealed until September 30, 2021. Technically, redistricting should be done by December 31, 2021. To monitor.
